Short answer: a safe girls' PG controls who comes in, knows who works there, has a clear late-entry and visitor rule, can get everyone out in a fire, respects residents' privacy and answers the phone in an emergency. Owners who put these in writing and show them on a visit fill beds faster, because parents check exactly these things.
About one in five PGs on My PG Manager is a girls' PG, and half of them put "girls", "ladies" or "women's" in the name. The name brings the enquiry; safety decides the booking.
1. Entry and security
- One main entrance that you control, with other doors locked from inside but openable in a fire.
- CCTV at the gate, entrances, corridors and stairs, never inside rooms, bathrooms or changing areas. Keep footage for at least 30 days; Bengaluru's PG licence conditions ask for 90.
- A guard or resident warden at night. Bengaluru requires a 24×7 guard for a PG trade licence.
- Working lights at the gate, parking, staircase and the lane outside.
- Locks on every room door, plus a personal locker or cupboard with a lock for each resident.
- Key control: a list of who holds which key, and locks changed when a staff member with keys leaves.
2. Know who is inside
- Verify every resident's ID at move-in. Aadhaar QR or DigiLocker verification is safer than a photocopy; see tenant KYC for PGs.
- Police verification of residents where your city requires it. Our police verification guide lists the rules by state.
- Police verification of every staff member: cook, cleaner, guard, warden, manager and their substitutes.
- Women staff for night duty and inside residents' floors wherever you can.
- Emergency contact for each resident: a parent or guardian with a working phone number.
- A daily headcount or roll call at night, so you know if someone has not returned.
3. Visitor and late-entry rules
- Visitors in the common area only, at set hours, signed into a register with name, phone and who they met.
- No overnight visitors unless your written rules say otherwise.
- A clear late-entry rule. Many PGs set a gate time; if you do, say what happens for a resident on a night shift or a late flight, such as a message to the warden before a set time.
- Leaving overnight: residents tell the warden when they stay out, so a missing resident is noticed the same night.
- Same rules for everyone, in writing, in the agreement and on the wall. Our PG rules template has a ready format.
Adult residents are adults. Working women and students over 18 can come and go as they choose; a gate time is a house rule they agree to, not a curfew you enforce on their life. Write rules around safety (knowing who is in the building), not control.
4. Fire and building safety
- Fire extinguishers on every floor and in the kitchen, with a valid refill date.
- Smoke detectors in corridors and the kitchen.
- A second way out on every floor, with no locked grilles or stored items in the way.
- Exit signs and an evacuation plan on each floor; a fire drill once a year.
- Fire NOC or clearance where your city requires it for your building size.
- Safe wiring: no overloaded extension boards, an earthed socket for every geyser and iron, an RCCB on the main board.
- Not overcrowded. Bengaluru asks for at least 70 sq ft per resident; it is a sensible minimum anywhere.
5. Privacy and data
- No cameras where people change, sleep or bathe. Tell residents where cameras are.
- Male staff do not enter rooms without notice and a woman present, except in an emergency.
- Residents' documents stored privately, shared only with police when required, and deleted after they leave as your policy says.
- Never share a resident's room number or phone with a caller or visitor without her consent.
6. Emergencies and complaints
- Emergency numbers on the wall and in every room: 112 (national emergency), 181 (women's helpline), the local police station, the nearest hospital, and the owner and warden's numbers.
- A complaint route that does not go through the person complained about, with the owner's direct number, and a promise to respond within a set time.
Licences some states require for women's PGs
| Where | What applies |
|---|---|
| Tamil Nadu | A licence from the District Collector under the Tamil Nadu Hostels and Homes for Women and Children (Regulation) Act, 2014, applied for online. Running a women's hostel without one is an offence. |
| Bengaluru | PG trade licence conditions: CCTV at entrances, exits and corridors with 90 days of footage, a 24×7 guard, 70 sq ft per resident and fire clearance. See running a PG in Bengaluru. |
| Most cities | Trade licence from the municipal body, FSSAI if you serve food, fire clearance by building size, and resident police verification where notified. |
Rules change and differ by city. Check with your municipal office and local police station, and see legal compliance for PG owners.

Running this with My PG Manager
My PG Manager keeps each resident's verified ID (DigiLocker KYC), documents and emergency contact in her profile. Night roll call is marked in the app, complaints go straight to the owner with a status, and notices reach every resident in the tenant app and by email. Team roles let a warden or manager see only what they need. If you run a women's hostel with gate times, set the property up as a Hostel to get out-passes, a gate screen and a visitor register. It costs ₹159 a month after a 14-day free trial.
Frequently asked questions
How do I know if a girls' PG is safe?
Visit at night as well as in the day. Check who controls the gate, where the cameras are, whether staff are police-verified, what the visitor and late-entry rules are, and whether the fire exit is clear. Talk to a current resident.
Is CCTV compulsory in a PG?
Some cities make it a licence condition; Bengaluru requires CCTV at entrances, exits and corridors with 90 days of footage. Cameras must never be inside rooms, bathrooms or changing areas.
Do women's PGs need a separate licence?
In Tamil Nadu, yes: women's hostels and lodging houses need a licence from the District Collector. Elsewhere, the usual trade licence, FSSAI and fire rules apply; check with your city.
Can a PG set a curfew for women residents?
A PG can set a gate time as a house rule residents agree to in writing. It should allow for night shifts and travel, apply equally to everyone, and be about knowing who is in the building.
